Possibly.

It is better to have the control point at the repository than in the
devices.  If we change our minds (and introduce a new category, e.g.),
we don't need to update all the devices, we can just implement the
change in the repository.

My perception is that we have too many repositories and people are
constantly on the hunt for exactly the right list of repositories to
use.  Also, the community itself is a bit fractured because of this
since it is too hard to do tasks that touch the whole distribution
(like cleaning up the categories).  We don't have the central control
point that I mentioned above.
