I'd say we chould check directly for what we care about: size of files
outside of /opt. Packages are only allowed to have a average size of
files outside of /opt of, say, 20 kiB.
I.e., they must satisfy
(size of files not in /opt) / (number of files not in /opt) < 20 kiB.
The "20 kiB" is of course debatable.
