`libksane-devel` <<-- correct 64-bit name
and
`lib64djvulibre-devel` <<-- correct 64-bit name
?

Why not `lib64ksane-devel` ?

You are right, the package name libksane-devel is incorrect. See http://www.mageia.org/wiki/doku.php?id=libraries
