"Box" shows the exact same behavior.
Another bug which may be related: resizing to 1080px results in all
black except for the upper left corner. Resizing to 1600px results in
a normal image.
I'm guessing it's not the point release because I've been having a
similar problem (the above bug) since June. I should mention that my
quantum size is set to 8 bits.

FYI: I tried a couple of variations of your command on
Windows XP with IM 6.3.5 Q8 and both the Box and Point
filters generate that weird grid but the Lanczos
filter does not.

Well that certainally shouldn't be happening. Prehaps you specific Im
version had a bug in it.
Instead of -filter Point, have you tried -filter Box
