When you are a site admin for example, you see all copying options on the "Edit access" page even if you haven't allowed copying yet. Up to Mahara 15.04, the advanced copy options weren't available until you allowed copying (see http://manual.mahara.org/en/15.04/administration/config_site.html#share ).
