I'm cc'ing to you the reply to your bug report as the automatic bugzilla
notification doesn't work due to SF problems right now:
This is almost certainly due to a known bug in 0.64 with POP
folders: you should set the "keep open" value for this folder to 0
(in the "Folders" page of its properties dialog). Of course, it
should also be marked as a permanently monitored folder in the "New
Mail" page (it should be on by default for POP3).
I also reply to your other points but please continue the discussion on
the list (where I cc this) as it is much more comfortable than using bug
tracker.
