I'm on unfamiliar ground here, so I may say something foolish.
But I am not proposing the imposition of a standard template.
I am proposing the ability to quote the text in the message
body and attach the attachments, when that is judged by the
user to be appropriate.  Here is why:  I often edit the quoted
text in forwarded messages, since I really only wish to forward
a key paragraph.  For example, I may receive a document that I
wish to forward as an attachment to a msg that has one paragraph
about the document and a bunch of chit-chat that I definitely
do not wish to forward.  Currently, I believe, the only thing
I can do is save the document to disk and then attach it
to a new msg.  Doable, but far from ideal.
