What about keeping a count of the frequency a given address is used, and
then expand accordingly, e.g. first tab the most frequently used match
(partial or whatever), second tab the second most frequent, etc.

Essentially a list of all the matching addresses should be built and then
ordered by frequency of usage in a list which can be walked in the address
field by tabbing.
