Well for me it works in either the folder view or the msg view.
Obviously it cannot be invoked if I have focus on the folder tree,
but that seems a very odd place to be when trying to reply.

I can see that.
But I do not see why we need reply and forward to be active options
in the folder tree.  Do you use this?  I do not.  That is why I
suggest:

Note that the ctrl combinations can still be accelerated,
so that there is 
i. no real loss of functionality (that I can see),
ii. increased functionality over the current setup, and
ii. an increase in consistency.  (Well, with one
exception: clearly ctrl-n should remain the same...)

I think a good email client must allow keyboard access to this option,
so this is better than the current arrangement.  Better than this, I
think, would be to enable "Reply to sender" only in the folder view
and msg view and assign shift-r to that. That would actually suffice
for me.  But I still like even better the scheme I proposed, as long
as it is not a fluke that I see the non-accelerator versions (e.g.,
"r") working in the msg view as well as the folder view.
