I think this is a bit different.  Note that I actually
click in the msg preview window.  If I do that and then
scroll with the mouse, the expected msg scrolling takes place.

As for the desirability of the behavior you want (msg
scrolling rather than msg list scrolling when a msg is first
selected in the msg list):
how would you then implement mouse scrolling in the other
two panes?  (Perhaps by first clicking on the scroll bar?)
