Well, in the end I made small patch that brings locale detection
(GetSystemEncoding()) to Mahogany. But it is not intended to be in
official Mahogany, sorry. :-( I removed other, non unix
sections. Function is called only for the displaying the UTF8
warning. Other calls of GetSystemEncoding() remain untouched.

You can find it in Gentoo bugzilla, as you know already.
