Whenever it's come up I recall the consensus being "refer to Lucene checkstyle". There are some JIRAs and threads on it. Seems sensible. I didn't know for instance that the Lucene style had a rule about java.* coming first but that's cool.
So this is all right IMHO -- except this static qualifier business.
