What do you need a mailing list manager for? Just use a simple program that sends out e-mail claiming to be from your customer service address. I see no need for a mailing list manager for this function.

 options, but I'd like a "this is an announcement list" option, that does
 all this for me.

That certainly doesn't sound like any "announcement" mailing list I've ever seen.
