Looking at the log, it seems that something is wrong with the ruleset engine setup. Did you
upgrade from 2.0 or was this a fresh installation? Did you run migration after the upgrade
if you upgraded? An upgrade to 2.1-rc7 should resolve the problem as it should update the
ruleset engine in the process.
