Yes, that's correct.

Now that you mention it, I think there might be a setting for this, but I don't see it in the settings pane. Try holding option and selecting Message -> Reply All (or option-command-r if you have command-r set to reply) and see if that gives you a single composition window. I think there is a setting that controls which way is the default, and 'option; toggles to give you whichever way isn't the default.
