Personally I always used the ~all to indicate that "you should treat with suspicion anything that fails this but it might be still legit" rather than the "please drop anything that fails this to the floor" alternative.
I had a quick look for spamassassin and it only assigns around +0.9 to SPF failures so it doesn't seem like a good signal.
Soounds like unless I'm 100% sure every email I send will match the SPF I should remove the record?
