The way we look at it, any 'client' or script SHOULD add the Message-ID.. Any MTA relaying a message without one, MUST add one, or MAY NOT accept it.. eg, not accept non-smtp authenticated messages, without a Message-ID, or add ones to messages that are smtp authenticated, eg from clients..

Pure 'relay' MTA's should do a service to their customers, and reject when their customers attempt to send an email without the Message-ID, so the customer can properly format their messages.

(The might have forgotten the Date field too ;)

It seems Message-ID is a "should" field so our software shouldn't require it. However, 
many mailers and spam filters treat Message-IDs as "must". We'll probably just add one, 
because some of our users are starting to get frustrated with mails getting dropped.

Is adding a Message-ID field a reasonable idea? Alternative suggestions?

Accepting and delivering mail without a message-id that otherwise looks likely 
to be wanted is a good idea. Adding a message-id to avoid nasty edge cases in 
MUAs you deliver it to is a good idea, if it's not too painful to do.
