Hello Mail op community, We are still seeing similar issues as mentioned above. It has started to go away, and then has picked back up again, most recently it started to accumulate more bounces starting Monday April 22 and continues to grow today. It seems we see the bulk of these bounces from 3 am to 3 pm PST.
I opened a ticket with MSFT that quickly turned into them telling me they see no issue and they cannot help with the specific bounce I am seeing: "451 4.4.0 Message failed to be replicated: Insufficient system resource [ VI1EUR04HT159.eop-eur04.prod.protection.outlook.com <https://nam06.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttps-3A__nam06.safelinks.protection.outlook.com_-3Furl-3Dhttp-253A-252F-252FVI1EUR04HT159.eop-2Deur04.prod.protection.outlook.com-26data-3D02-257C01-257CWINLV.EDFS.WW.00.EN.MSF.RMD.TS.T01.SPT.00.EM-2540css.one.microsoft.com-257C62c63fa1beaa4c75730008d6c3567e61-257C72f988bf86f141af91ab2d7cd011db47-257C1-257C0-257C636911173587445850-26sdata-3DUmJqM4wlVkhu5Ymh0qi7IRGKw5Tcn-252FsoStQIA-252F10vNE-253D-26reserved-3D0%26d%3DDwMFAw%26c%3DLNdz7nrxyGFUIUTz2qIULQ%26r%3DsQl8rwBnLieH1wVPf-ldoaciRKhCzq5Vi9rzTb9kUac%26m%3Dr-YHMH8O_nO_jDb5xJwJaE3ZCsQkPM6T7XAImG7Fa9g%26s%3DbNaZZwjPJOs1WIabQ3rBShn5IzLwAg1xBH3Y__wXL_c%26e%3D&data=02%7C01%7CWINLV.EDFS.WW.00.EN.CVG.BGL.TS.T03.ESC.00.EM%40css.one.microsoft.com%7C68dfd8c32b24450a370d08d6c366475f%7C72f988bf86f141af91ab2d7cd011db47%7C1%7C1%7C636911241389652977&sdata=cHyH6T1moaYdWI6x3YhPk8%2B05ubRsJDlbf6VFuUZTbY%3D&reserved=0>] [VI1EUR04FT063.eop-eur04.prod.protection.outlook.com <https://nam06.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttps-3A__nam06.safelinks.protection.outlook.com_-3Furl-3Dhttp-253A-252F-252FVI1EUR04FT063.eop-2Deur04.prod.protection.outlook.com-26data-3D02-257C01-257CWINLV.EDFS.WW.00.EN.MSF.RMD.TS.T01.SPT.00.EM-2540css.one.microsoft.com-257C62c63fa1beaa4c75730008d6c3567e61-257C72f988bf86f141af91ab2d7cd011db47-257C1-257C0-257C636911173587445850-26sdata-3DoG-252B3u7UzhGCoyykOE-252BrieWDbuhWa3UD63-252BpoB7LUEuQ-253D-26reserved-3D0%26d%3DDwMFAw%26c%3DLNdz7nrxyGFUIUTz2qIULQ%26r%3DsQl8rwBnLieH1wVPf-ldoaciRKhCzq5Vi9rzTb9kUac%26m%3Dr-YHMH8O_nO_jDb5xJwJaE3ZCsQkPM6T7XAImG7Fa9g%26s%3DWkJBJoxrK62hPYyoEQwH0obtbTqAN-kCP3cfE7HIBnw%26e%3D&data=02%7C01%7CWINLV.EDFS.WW.00.EN.CVG.BGL.TS.T03.ESC.00.EM%40css.one.microsoft.com%7C68dfd8c32b24450a370d08d6c366475f%7C72f988bf86f141af91ab2d7cd011db47%7C1%7C1%7C636911241389652977&sdata=qlUrubuduvXR%2FKchms4bpWXgG2q7FytKqCoyUUHeC%2FI%3D&reserved=0> ]" MSFT reply: Unfortunately, we are not the right place for you to direct your Support questions. Our goal in Outlook.com Deliverability Support is to make sure that every wanted message sent to our customers arrive in their inbox. We work directly with senders to resolve email delivery failures to Microsoft owned domains. After reviewing the information you provided, I have determined that your issue is related to hotmail services. Unfortunately, we are not the right place for you to direct your Support questions. Also, to receive further help with your account, you can also use our online support website. The website is: http://answers.microsoft .com/en-us/windowslive/forum/hotmail <https://urldefense.proofpoint.com/v2/url?u=http-3A__answers.microsoft.com_en-2Dus_windowslive_forum_hotmail&d=DwMFAw&c=LNdz7nrxyGFUIUTz2qIULQ&r=sQl8rwBnLieH1wVPf-ldoaciRKhCzq5Vi9rzTb9kUac&m=LAz1VcDdo8OIsqLPPkLBo52IzQucJDXz1gCjfeLJQMI&s=GNiflmul_WCPZCl2z3-ScVGzIiQgbqrW382KDmWyk9Y&e=> . At this point we are stuck as MSFT has said they cannot help us, even though the issue seems to be resources on their side. Has any one out there had any luck resolving this issue with MSFT? As mentioned previously they keep saying they don't see any issues with my IPs (which makes sense as this seems to be an issue on their side) but after their canned replies don't work they tell me they cannot help with the reply listed above.
