There's more than one reason. Some are technical. But also expending the effort to track an ever-changing set of reputation-IP pairs against hostile actors is subsidizing providers whose business model relies on allowing customers to send malicious traffic, including unwanted email, to the customers of those who are being asked to expend that effort.
