Does work only when there is a small and somewhat homogenous community of users, who have similar views about what is spam and what isn't. With a mass provider like Google, when there are thousands, even millions of users with completely different (and often opposite) expectations about what they want to receive and what not, users who don't know each other, this rule does not apply.
