If it’s a specific domain, the issue is the domain has a bad reputation. The domain has a bad reputation because people have been reporting mail from and/or mentioning that domain as spam / phishing / whatever. It could be that their website is infected with something or being used as an abuse vector, or it could simply be that their mail practices are bad and the recipients don’t want to hear from them.
