Just to add that this throttling is reputation dependent and you should be monitoring outbound mail queues and setting YOUR outbound rates per IP / Pool of IP's accordingly.
If you get the throttling messages automatically slow delivery for a period if you can. No point constantly kicking the door if you have been told to come back later, it's a bit like greylisting but at scale.
