Irony being what it is, we were having issues getting transactional emails to deliver to MS consumer email service customer's inboxes (instead of Junk) and removing the part of the email that included the customer's name, address, etc allowed the message to deliver to Inboxes.

Very low volume senders can have problems because they have limited data to build reputation statistics on. Emails consisting of almost no text with an attachment are also a bit suspicious so could be junked by the recipient, and, along with the very low volume, that could trigger blocking.
