No to both.

Standard delist requests through normal channels gets us told there is no block 
to remove.

Sending mail from the machine shows there clearly is a block at the IP address 
level (the bounce says that as well).

The only (obvious) solution is to have the client tell users at time of order, 
repeat subscriptions, on the website and during all other communications  etc 
to cancel their MS services as it's broken :p
