That's another discrepancy which I forgot to mention in my earlier response to Al's post - the type of "silent" blocks I was discussing - are often situations where, by their very nature, the user isn't even aware of the legit message being blocked since the sender didn't receive a non-delivery notification. So those "when someone complains" examples already have a built-in bias towards omitting the "silent block" situation I was describing, since users don't "complain" about problems they don't even know about.
