That only works if someone reads, and acts on, delivery failure reports.
When you ask for a 'password reset' from a website, and it gets filtered
as junk, I can 99.9999% guarantee that no one looks at the bounce
message from that rejected email.
Similarly with booking confirmations, etc, etc.
*Maybe* with a personally sent message, the sender will notice a
delivery failure report, but, from my experience of 'normal users', (a)
that likelihood is probably in the very low percentages, and (b) it's
even less likely that the sender would know what to do then.
With a junk box, at least the user has a way of getting at the message.
If the message is rejected outright, you can pretty much guarantee they
will NEVER get the message, unless the sender is very au fait with email
systems.
I look through my spam filter report once a day. It takes me literally
about 5-10 seconds to scan. Maybe once or twice a month there's a
legitimate message in there.
If the messages were delivered to my Inbox, then it'd take a lot longer
than that
