        That's my understanding, too.  (I like the term "self-assessed" that 
you're using as I feel it perfectly describes what's going on here.)

        I favour the approach of indicating to the end-user somehow whether 
a logo is certified with valid PEM data because, overall, this 
generally leads to a better end-user experience.  I actually think 
this approach should be encouraged in the specfiication.
