After verifying these people are who they say they are, either your
published privacy policy says you will voluntarily co-operate with
law enforcement etc. or it says you will require a court order,
warrant or whatever other mechanism applies in your jurisdiction.

If you are obliged to say no to a polite request, most jurisdictions
have means for the authorities to legally compel you, most of which
you can't tell anyone (except your legal counsel) about, and these
are usually not very hard for them to obtain when they need to, so I
don't feel too bad about saying no to what are otherwise likely to
be fishing expeditions.
