If they advertise themselves as being responsible for handling abuse from that IP address, I would at least expect them to create a ticket and follow the case, even when they forward the abuse report to their customer (which I generally frown upon, as often enough the customer is the spammer, but in this case most likely not).

It should not be the reporter's task to guess which abuse address to use when one is clearly designated. Domain records (whois and rdap) usually don't contain abuse contacts; in this case the domain registrar (eNom) has advertised their abuse address in those records, but that probably wouldn't work better.
