Perhaps they didn't retroactively apply it to existing customers, but when
I was a new customer back in Dec. 2021, I had to request an unblock for
port 25, so it's definitely something they do. The Cloud FAQ covers it:

I don't remember the process being overly difficult, but I was pretty
verbose with my request and had long standing infrastructure to point to.
