I migrated my servers from OVH to Hetzner last spring, and I had had to get 
Support to unblock ports 25 and 465.

Might new, though, and for cloud instances, only.

From https://docs.hetzner.com/cloud/servers/faq:

"That's why we block ports 25 and 465 by default on all cloud servers."
