Not sure if this is related, but we've found a set of mail servers that just hang if we try to send them mail using TLS 1.3 (irs.gov, worldbank.org, intel.com, many others). And there is a (much smaller, in our experience) set of mail servers that won't accept TLS 1.2 connections. So we default to sending using 1.2 and keep a list of servers that require 1.3. Not wonderful, but such is life.
