Hi, I have the very same problem: My growl notifications are working only for email - it doesn work for Chat.
So, if someone write me on Gtalk chat, i hear typicall sound from google, but nothing more. Like growl doesnt exist for it... I am not in DO NOT DISTURB mode and my growl notification settings are same for New mail (which is working properly) and Contact wants to talk (which doesnt work)..
