I am using Growl 1.3.1 (App Store version) with Mailplane 2.5.5, too. It works as expected.
Maybe you enabled the "Mailplane > Do not disturb" menu item? Or maybe your Preferences > General > New Mail Notifications settings have been changed to "No Accounts"? Do other apps show Growl notifications?
