Yes, if anything in files/ would not match the repository, GAR would
add the UNCOMMITTED tag.  An operation equivalent to checksumming is
still done in files/.

Correct. You don't need to do "gmake makesums" for changes in files/,
but you still need to commit. And commit will _not_ be optional ;-)
