Yes, this does sound like some sort of issue with the synth if you're not getting the sounds you're expecting. Have your friend look specifically at the MIDI Implementation Chart, if there is one, and also at the different modes of sound playback in it. Since I don't use those types of instruments for MIDI playback or sending I can't give you any additional info on it myself, but getting some eyes on it will help.
