All of *my* CPAN releases contain a compatibility Makefile.PL which _will_ install Module::Build if it isn't already present; I don't have any bootstrap problems. I still don't think a Makefile.PL _has_ to be mandatory, though I wouldn't object if M::B would whine if one wasn't present, because I agree that it is a good idea. On the other hand, I don't see Module::Install as being nearly ready for prime time, at least partly due to lacking documentation (which I know you are focusing on). Try not to let your legitimate advocacy of a module you like blind you to the reality that there are people who like M::B despite its limitations and who will not switch, no matter how much you complain until you can provide a clearly superior product.
