It probably hasn't appeared in the "Wish Lists" as it you can do it right 
now. Open your MapBasic Window and have your desired layout as the front 
window.

Then type the following into the MapBasic window and press enter:

         set window frontwindow() title "This is a Layout title!"

The layout window will be named as desired. Also, if you save the 
workspace, the given Layout window name does save and retrieve properly.

Note: all this was done in MapInfo Pro v5.5.
