Personally I have never had success preserving attributes via DXF, so I 
can't help you there, but the local coords can be handled by MapInfo very 
nicely.

It is possible to set up a custom projection for your local grid that uses 
an Affine transformation in the MapInfo projection file.

This is documented in the manuals somewhere (?)

I have the calculation of this largely automated, so if you like, send me 
coords for two known points and I can send back the projection clause.
