There are ways to drive MapInfo over a web connection, but you would be committing a major violation of the license if you did that. Internet applications are licensed differently (i.e. MapXtreme is priced differently depending on how many will be using it.) However, I don't know about using MapX... that might be an inexpensive way to do web apps (assuming you don't mind the price of the SDK and forty licenses.) I'd have to go read the license to be sure of that.
