If I understand what you're asking, I would love to respond
with a lengthy history starting from a ProViewer-like application
originally offered by a re-seller here in Chicago.. but under
time constraints at the moment.. 

MapInfo's ProViewer as a technology/product has long been 
retired and replaced already several years ago by MapXsite,
MapXtreme for Windows and MapXtreme Java edition..  see
MapInfo's product page at

However, by far the easiest solution from what I gather is the
Map Workspace service, a Directions sponsor.. to click directly

There's other technologies like Manifold and the Minnesota 
MapServer, but already late, have to run.. perhaps some others
can fill in the blanks.
