Hi Paul! Contrary to common belief (or assumption), the combine command does not affect the geometry of the combined objects, but creates a multiple object of disjunct geometries. So, your very small gaps, or very large gaps for that matter, will remain exactly the same after the combine process. But there is some logic in this. Say that you select two polylines very far apart, and try to combine them. How should they be added? By drawing a straight line between the endpoints perhaps. OK. But it may not be the closest endpoints that should be matched. And consider region objects - how should disjunct regions be added to each other?
What you need, and I believe there are some tools available out there, is a cleaner/builder tool like in ArcInfo where small gaps, overshoots and undershoots can be geometrically identified and eliminated, based upon adjustable tolerance factors.
