My understanding is it is a memory issue. I've spoken with my IS
department and they explained it to me as a memory issue. Also, I have
been trying to search the Adobe Acrobat website to back me up. Typically
raster maps are large files and that would explain why you would be having
problems printing to PDF. If anyone can find the data to back up my
statement please pass on the information. I will continue to search for
the data as well. I am sorry I can't answer your question to the fullest
extent. Anyone else's input would be greatly appreciated on this matter.

I had a similar problem when I was printing maps with large raster
backgrounds to pdf files. I eventually found a work around but I needed to
keep a fairly high dpi in order to preserve the quality of the raster
image.
Do you know what determines an "acceptable" dpi - is it memory or is it
something in Acrobat that cannot be changed?
