Spatial Insights sells a great tool that does just this. I use it on every map and it's very user friendly.

For example, in ArcView (where I've spent the past 9 years) there is a pulldown tool that looks like an Interstate symbol....when you click on a line segment, it goes into the attributes, finds the Interstate number, then labels the line with the Interstate symbol and the correct number, such as "10" or "59".
