Hi Michel It should be possible using Oracle Spatial or Locator. You can access the data from MapInfo and from ArcGIS (how to do it with ArcGIS you find it in the install dir of ArcGIS under Doumentation, installArcGIS.html, Topic "Connecting to a database without ArcSDE", "Using Oracle Spatial layers with direct connect".
