You might try Map-In-A-Box from Mapping Solutions. It's an add-on to MapInfo or to ArcGIS that integrates MapPoint (from Microsoft) functionality into the GIS software.
That functionality includes geocoding and drive time polygon generation. It's $1,495 (comes with MapPoint) or $1,295 (if you already have MapPoint) for North America.
