I did make a tool converting a raster map in mapinfo (not all image types supported) to a vector map. This vector map could easy be converted to a VM grid.
You can get it from http:/www.lanstorp.com called R2V under download, some machines it wont run on, and I don't have the time to look at it again. If you need it you can get the delphi/mapbasic source code, but it is very very messy.
