I doubt that you could create spatial indexes without at least the mdsys schema being installed. This would also have legal implications since Locator is only officaly available with Standard or Enterprise

In the Standard Edition the Spatial Option ist not included, but it is allowed to use the above functionality. It is not allowed to use the special spatial functions like sdo_relate, coordsys-transformations etc, for that you will need the enterprise edition.
