I and at least one other have reported this to MapInfo Tech Support - they
acknowledge that it's their bug.  Importing a shape file that is in any US
Survey Feet projection is a problem.  Fiddling with Mapinfow.prj cannot cure
the problem.
They have a work around until they post a patch:
1.      Import the shape file as non-earth projection
2.      Save As...  Select a new name, and specify the proper projection.  

I've not tried this yet, but they say it works

        Scalebar tool. Let's hope they pay attention to this one - it's
critical to
        the work we do.
