Create mappers of exactly the same size with the various cities centered and
displayed at the same scale. Then open a layout with a frame for each of the
maps. In the layout, make sure that each frame is filled with a null pattern
(edit the region style as with any other closed object). Position the frames on
top of each other, et voila.
